I am all in favor of military task force to support local Malian troops; to
dislodge Tuareg<span style="mso-spacerun: yes;"> </span>rebels and Al-Qaida
elements. This is a simple mission to push back rebels; win back lost ground
and ultimately taking back territory. <br />
<br />
UN approval requires AU and ECOWAS to come up with a swift plan to claw back
the occupied territories. Foreign troops on the ground in Mali could spell
resistance. There is a concern that like in Iraq and Afghanistan; Al-Qaeda in
the Islamic Maghreb could make Mali a strategic hob to wage war and prolong
conflict in that region. As international public opinion shifts with changing
situation on the ground a long war will not be interest of the UN. Competing
powers at the Security Council with major powers like China and Russia on
opposing side of the western powers. Continued support for a strong and robust
military mandate may subside.<span style="mso-spacerun: yes;"> </span><br />
<br />
Mali’s Military had been unwilling and at time unable to take the fight to
militants and win back lost territory. Without a process map to democratic
elections and looming possibility of a further coup; Mali’s current
transitional civilian government does not trust it military wholeheartedly.
Especially after the military launched a coup in march of this year plunged the
country to chaos and ultimately the capitalization of land<span style="mso-spacerun: yes;"> </span>by Tuareg rebels with the support from
Alqaida. <br />
<br />
Like Tuareg rebels in Mali; Boko Haram sect in Nigeria and Alshabab militia
in Somalia all pose a significant challenge for security, military and
intelligence forces. Crushing these competing elements and challenging their
ideology will be difficult. Tuareg rebels are focused on building an Islamic
state with Sharia law at the core of that ideology. Such measures involve the
curtailing of Western values, destruction of sacred shrines, limiting rights
for women and observation of strict social norms. Those that don’t comply are
usually met with hash punishments. <br />
<br />
Cost of an offensive Urban war against Tuareg rebels and Al-Qaeda could be
substantial and ECOWAS could be sucked into a long war; costing 100’s of
millions of dollars requiring a constant flow of military equipment and
personnel.<span style="mso-spacerun: yes;"> </span>The human cost could be high
fighting urban warfare in cities against an enemy that does not wear a uniform
that can easily blend into the civilian population. There will be many
casualties and civilian deaths caught up in the cross fire. <br />
<br />
Displacement of Mali citizens is a reality that the world will have to
contend with. Mali’s neighboring countries will shoulder the immediate burden
as refugees including women and children stream across the border. Most
countries in Africa are poor and with crumbling infrastructure. Already
struggling to address the needs of the host population many services health
care, schools, housing, electricity and waters will be stretched to breaking
point if there is an exodus of refugee numbers. <br />
<br />
A quick and decisive military victory is what is required; regressing of
Sharia law and crushing Islamic militants may prove to be difficult mission.
Fighting an ideology, changing a mind set has its challenges and may not be
addressed in the short term. Ultimately it is the Malian people who can
determine their future and rid the country of undesirable elements.<span style="mso-spacerun: yes;"> </span>Tuareg<span style="mso-spacerun: yes;">
</span>rebels and Al-Qaida elements are currently a present danger to Mali, a
threat to regional stability and a security concern for the civilized word. </div>

This is very dangerous as it could ignite a civil war and ECOWAS could be dragged into a long protracted conflict that may not have an immediate end in sight. </p><div style="text-align: justify;"> </div><p style="text-align: justify;">There could also develop deep-seated bitterness between northern and southern Ivorians that could last for generations. The entire West African region risks the impairment of its own development and economic prosperity, with the likelihood of war spreading beyond Ivorian borders, not to mention the spill over of refugees into neighbouring countries, many of who’s infrastructure can barely hope to address immediate needs of their own citizen. Let us also not forget the likely additional influx of foreigners seeking humanitarian assistance. </p><div style="text-align: justify;"> </div><p style="text-align: justify;">ECOWAS may not be able to afford a long term ground offensive or even the troop numbers that will be needed. ECOWAS’s future will be in the balance and its credibility damaged if it makes threats of military intervention and fails to follow through. But poverty, lack of jobs and illiteracy are still a major problem threatening the fragile recovery. Global sporting spectacles can facilitate the entry of trafficked persons, as visitor’s transit to other cities and countries where they are likely to be exploited.<br /><br />Prostitution is illegal but Sex trafficking is big business in Southern Africa. With over 35,000 child prostitutes; South Africa now boasts one of the top countries in Africa in people trafficking. Trafficked girls are easily intermingled amongst local prostitutes. Recent estimated suggest that up to 1000 Mozambican girls are trafficked into Johannesburg each year. To be sold as sex slaves or as wives to miners.<br /><br />South Africa shares a porous border with Namibia, Botswana, Zimbabwe, Lesotho, Mozambique and Swaziland; making it easy for people to come in and out without being detected. This problem is compounded by the lack of adequately trained employees, resulting in few police officials controlling large portions of the country's borders and coastlines. <br /><br />People trafficking in South Africa are linked with the highly sophisticated global sex industry. Despite these urgent issues, South Africa has no public services specifically designed to assist victims of trafficking. Victims of International cross border sex trade are usually afraid of law enforcement officials. They do not trust the police to assist them’ especially as they can be persecuted are likely to be deported as illegal immigrants.<br /><br />South Africa is unable to provide adequate protection and assistance to its victims. Children are seen as cheap labour by traffickers. They can be forced to work in unhealthy and dangerous conditions that could lead to their deaths.<br /><br />These games will provide much excitement for viewers all over the world. It symbolizes Senegal´s 50 years of independence from French colonial rule.

<br />This structure has been controversial with many from the faith communities in <st1:country-region><st1:place>Senegal</st1:place></st1:country-region> and around the world angered. Christians were in receipt of a public apology from the president after he compared the statue with Jesus Christ. Many Muslims are appalled and ashamed resulting in a religious fatwa declared and the president resignation demanded.

<br />There have been angry seen on the streets in <st1:country-region><st1:place>Senegal</st1:place></st1:country-region>, with demonstrations from the general population including members of the parliamentary opposition party.

<br />The image of this statue is of a half dressed man pulling his wife, spouse or girlfriend virtually naked with a baby aloft also wearing very little clothing.
<br />
<br />Many Senegalese claim the sculpture has nothing to do with their customs, religion or way of life and it has very little affiliation with what <st1:country-region><st1:place>Senegal</st1:place></st1:country-region> is all about.

<br />President Wade's decision to erect this structure could stir much needed debate on degrees of tolerance, understanding, freedom of expression and clear thinking.

<br /><st1:country-region><st1:place>Senegal</st1:place></st1:country-region> like so many African countries is poor with large unemployment amongst the general populace. It defies belief how President Wade could justify the use of the public money in this fashion. Especially as local labour was not used during the construction of this symbolic image. It remains to be seen if this structure will become a tourist attraction attracting much needed cash back into the economy.

<br />President Wade has also made it much more difficult for the full benefits of tourism to filter back to common Senegalese. He has declared that he would pocket personally; over a third of all income generated by the sculpture as it was his idea in the first place.

<br />It shows a President who is out of touch with his people. This could also spell an opportunity for the opposition; to capitalize on an elderly statesman whose decision making seems off the mark. The poor have to fend on their own and women and children can become seriously affected. Access to health care and education is a human right. This Results in increases in mortality rates and reduction in life expectancy. However countries like china have shown that without <st1:stockticker>GDP</st1:stockticker> increases and economic prosperity, progress in addressing a nation’s health can be dawdling. Healthy workers can live longer and can be very hard working. It is usually based on who you know, how much money you have and the level of influence you are able to command.<br /><br />In South Africa popular R&B star Molemo (known as Jub Jub) was intoxicated, high on cocaine and other drugs. He raced his car at high speeds in a heavily populated part of Soweto, leaving four people dead following a fatal collision.<br /><br />Drug use and its glamorization is an ever growing problem in Africa. Cocaine an illegal drug is one of the most addictive. It stays longer in your body, slows down your judgement, can lead to delayed reactions and a false sense of security.<br /><br />The granting of bail to "Jub Jub" despite his reckless actions and poor judgement, have upset many people in community. Many people have taken to the streets in protest leading to clashes with the police and law enforcement officials.<br /><br />Issues relating to poverty, inequality and justice is what Soweto residents are demanding. South Africa must have one justice for all. There cannot be one justice for celebrities and another for common every day South Africans. Justice must be true and uncompromising. It should be free, fair and equal amongst all men and women.<br /><br />President Zuma and his ANC party will have to start delivering on what they have promised the vast majority of the people. They must bring in much needed investment, development and addressing the root caused of poverty. Africa’s most populous country with over a 150 million people, divided between Africa’s largest Muslim community in the north and Christians in the south.<br /><div style="text-align: justify;"><br />The division between the two communities has been the worst in the past 10 years; culminating in conflicts, damage to property and loss of life.<br /><br />Jos a town smack in the middle of the north and south divide has experienced the most disruption. The cycle of violence has gone virtually unchecked by faith leaders on both sides; unable and in some cases unwilling to convince their communities to live in peace.<br /><br />All faiths preach peace tolerance and charity, but when religion is used as a weapon it can have ramification that can spin well beyond the immediate confines of both communities.<br /><br />Federal and Local governments have run out of ideas in addressing the route causes of this decade old disturbances. The common sledge hammer approach of sending in the Military have usually quelled the violence in the short term. But a return to the status quo is ever so likely; culminating in violence and a return to the viscous and deadly cycle between the two communities.<br /><br />There is a failure by government at both federal and state level to address this issue. Grinding poverty, illiteracy, disillusioned youths combined with criminal elements have forced women and children to live under the haze of perpetual fear and intimidation.<br /><br />President Yara Adua long term absence from the political seen; as he seeks medical treatment in Saudi Arabia. Have not helped in addressing long term hardened grievances between Christian south and Muslim north.<br /><br />Yara Adua’s refusal to hand over formal powers to Vice president Jonathan has left a void and created a political vacuum in Africa’s most populous nation. Virtual in slow motion confusion, poor judgement and indecisive actions have split the country into two. With a direct and engaging threat to the Nigerian political system.<br /><br />Nigeria is indeed a young democracy. The ruling party PDP have ruled Nigeria since it’s achieved transition from military to civilian rule. In an effort to guarantee unity the PDP party operate a strict leadership rotation cycle system between political representatives from the north and those from the south. This complex system of cycles has guaranteed harmony for many years; but it is currently being tested.<br /><br />The temporary but protracted departure of the President Yara Adua has thrown the entire political cycle into dispute. This situation is far worst as Vice President Jonathan is poised to take over in President Yara Adua’s ill absence, breaking the cycle for the very first time.<br /><br />Back biting, finger tossing and name calling are a few of milder forms that this dispute has commanded. Hardliners on both sides of the divide have expressed concerns and likely to spark descent due to the breaking the cycle. The ramification may not be felt straight away but are bound to create confusion.<br /><br />Nigeria will limps to the finish line with the start of another new cycle next year when national elections are dues. If the PDP wins the question will be; which of the cycles does the PDP adopt. The newly adopted one brought about by the rushing in of Vice president Jonathan or the one that had stated much earlier.<br /><br />It will be painful and difficult. The courts may have to have the final say in deciding who would lead the PDP. The ICC gained some respectability in 1999; when Slobodan Milosevic was indicted and convicting for atrocities against Serbian forces in Kosovo.<br /><br />In 2003 a vocal and boisterous court; in its ambitious move to date, captured Charles Taylor charging him with crimes against people of Sierra Leone. Taylor’s rebel group captured and drugged children; who in turn chopped off the arm and limbs of innocent citizens during a 10 year brutal war. Taylor’s trial in the Hague has attracted world wide attention and intrigue. With growing concerns on both sides of political and public opinion vented in favour or against the ICC to try an EX- President.<br /><br />The ICC with momentum has gone one step further since its formation. The Charging of Omar Al- Bashir a Sitting President of Sudan; with genocide, crimes against humanity and violation against the people of Darfur. Both institutions were fearful of knee-jerk reactions and reprisals against Aid agencies and the people of Darfur. Further questioning the Courts ability to thinks through ramification of its actions, the timing of its indictments and the effects on the ground of those who they would otherwise try to protect.<br /><br />Omar Al- Bashir will receive ample support from Russia and China on this issue. In a symbolic gesture they will try to table an amendment to the charges or a delay to the proceedings at the United Nations Security Council. Bashir is unlikely to attract similar sentiment from the Western Nations whom would more than likely veto any such proposals.<br /><br />Sudan like the United States of America (USA) is not a member of the ICC. A defiant Bashir refuses to recognise the court, claims that the ICC is in beach of International Law and has no jurisdiction in Sudan. This is an argument that has all the haul marks of double standards, justified on the basis that the USA also does not recognise the court and the court has no authority over any USA citizens.<br /><br />Bashir is convinced that the ICC charges are politically motivated. The Sudanese government sights variation in the application and interpretation of the ICC own laws, has swiftly cancelled visa and deported Aid agencies namely Oxfam in the United Kingdom and Care in the USA.<br /><br />Omar Al- Bashir is now a wanted man and he will have difficulties travelling outside of the African continent. If and when he does, he is likely to be arrested and taken to the Hague for trial. <br />The issue of corruption has long been a cancer and a shameful scourge on the African continent. Corruption has being echoed by industrialized nations as part and parcel of Africa’s culture and ideology.

<br />African Leaders from the sub-continent have in the past horded billions of dollars into foreign bank accounts due to their lack vision of how to galvanise their people. In many parts of Africa this has lead to perpetually failure within their communities specifically in human and structural development, the ramification of which would linger for many generations to come.

<br />We must accept that corruption is a two way process involving a giver and a receiver which has now become a way of life for many leaders in Africa, it is estimated that corruption cost the African continent over a 150 billion dollars a year. That is money that could have been spent on health education and building up the rural economy.

<br />As awareness of issues surrounding corruption has intensified in the world, some African nations are now beginning to change their laws to make it harder for corrupt officials to stash stolen money in foreign banks.

<br />It is time for governments of the Third World to sit up take stock and become responsible by creating jobs for their people and local communities need to engage their leaders by mobilizing public action.

<br />Real development in Africa is unlikely to change poor people’s lives if there is not an injection of foreign direct investment into the economy and a halt to continual perpetual cycle of bad governance.

Through out the 1980’s and the 1990’s it became a disease typical among sex workers in the third world. In the year 2000 dawn of the new millennium, it became evident that infection rates were high among people living in Sub- Saharan Africa especially women.<br /><div style="text-align: justify;"><br />The World Health Organisation (WHO) and United Nations programme on AIDS (UNAIDS) estimate that there are currently 33 million people in the world living with HIV, there is an estimated 24 million people living with the disease in Sub-Saharan Africa, 61% of those infected are women. In South Africa and Zimbabwe 75% of young people infected are girls between the ages 15-24.<br /><br />Factors that have contributed to HIV increase are cultural taboos and unequal power of relationship; it is difficult for women to choose their sexual partners and how often they have to be intimate. Women are unable to make decision in the use of condoms, which are instead made by men.<br /><br />Women are more vulnerable than men due to gender inequality, lack of legal rights, education and understanding of the issues, coupled with the dilemma of under age sex, early marriage, polygamous relationship and female circumcisions. Women are at risk to the infection through lack of knowledge about the contamination process, further alienating them from actively taking part in farming activities and eventually leading to a devastating effect on their children.<br /><br />UNAIDS urges governments to get the right laws and policies in place ensuring that women are educated and empowered through economic power by keeping the land, homes and assets when their husband dies. In South Africa violence against women especially rape and drug dependency makes women liable to sexual exploitation and vulnerable to infection.<br /><br />The issue of Debt payment is a major problem in the fight against the disease, according to Aid Charities and NGO’s there are one million people living with HIV in Zambia, the government currently spend 2 US Dollars a day per person on health care compared to 24 US Dollars on servicing external dept payments.<br /><br />In Sierra Leone it is common practice for Sugar Daddies to offer school girls material goods and cash in return for sexual favours often exposing them to the disease, usually with the consent of older family members who are powerless to act due to poverty and ignorance.<br /><br />WHO policy statement states that screening options should focus; firstly on people who are showing symptom of the disease e.g. tuberculoses patients. Secondly, antenatal screening focuses on the impact of women’s decision to be tested during pregnancy. Thirdly, compulsory screening is mandatory for providing safe blood. Fourthly, voluntary screening, involves a rapid test facilities and timely result confirmation coupled with wide spread assurances of counselling support and protection from discrimination for those found to be positive.<br /><br />Screening is very important as it will allow governments to support agencies by planning effectively and apportion budget to the appropriate sector of need e.g. Health Care. By screening for HIV, governments will be able to address the cumulative impact of the disease by providing care facilities for orphans; governments can keep people with the disease productive members of the community by providing free antiretroviral treatment and nutritional food. Governments can reduce the annual toll of new infection by enabling people in their communities to protect themselves, through the use of condoms and bring health care support directly to patients. With screening governments will be able to seek synergy and build on economies of scale through early screening. Screening is vital to HIV positive women, who can protect their babies from the disease by offering formula milk; the impact of this is financially and requires constant supply of clean water and fire wood to ensure sterile feeding.<br /><br />The downside to screening is that it can lead to political instability, brain drain, low saving rate and an increase in social support caused by vast numbers of people unable to work due to ill health. Governments may be unable to collect taxes from these groups of the population leading to social disintegration, poverty, starvation and famine. The resulting effect is a reduction in population size, breakdown in family composition, decline in life expectancy and an increase in child and infant mortality. Finally there could be an increase in the cost per head per man hour due to a reduction in man power.<br /><br />Providing screening and cheap ant viral treatment will not address the current spread, but rather, governments will have to reverse policies on gender inequality, forge closer relationship with NGO’s and private entities, encourage community based support groups, eliminate poverty by provide good education, clean drinking water and good nutritional food. The trading ability of any multinational company is dependant on contracts signed and memorandum of understandings reached between hosts and investing governments.

Behind Russia and Brazil, both major players in their own right.

<br />Industrialised nations appetite for oil goes unabated despite calls from pressure groups. Governments need to diversify into large scale production of new greener cleaner technologies of wind, solar and hydro. Wars in the Middle East combined with strained relationship with most Eastern oil producing countries; have forced the West to look for new suppliers of oil.

<br />China is also desperate, its fast growth pace, technological advancement have increased it’s appetite for energy to fuel its enormous economy. This is the central driving force that justifies it presence in Africa. China’s dominance across the continent has come at a price. The Chinese have built bridges, road and general infrastructure all for free. In a bid to guarantee access to Africa’s precious minerals. China have also provided soft loans to African governments namely Angola, Sudan, Zambia, Congo and Rwanda; as a means of raising much needed private capital outside of the frame work of the (IMF) International Monetary Fund and the (WB)World Bank.

<br />The Chinese have not imposed conditionality packages as part of their loan agreements; unlike the stringent and detrimental conditionality packages imposed by IMF, WB and Industrialised nations. Instead China has requested that African government in receipt of Chinese money do business with Chinese companies and buy goods from Chinese firms. Guaranteeing that the circulation of money is kept strictly with the China / Africa Trade Zone. Squeezing Western products and firms out of the picture. There are now little China Town enclave popping up all over Africa with cheep Chinese goods replacing Western brand names.

<br />It is therefore not surprising that President Obama visited Africa, flagged by an extended trip to various mineral hot spots by Foreign Secretary Hillary Clinton. The USA is eager to show support to Africa and to rekindle influence in a bid to up root and dislodge the Chinese iron grip on the continent.

Who are the new major players and what choices have to be made? Africa finds it’s self in a very unique position to be able to choose among multiple investors all bidding for the same job. This increases the value of Africa’s currency ensuring that the best deals are signed. Africa’s choice will be at the expense of western governments and their respective multinational companies. A liberalised continent is voting with its feet and changing suppliers, manufacturers and investors all at the same time. This is ground breaking and truly unprecedented.

<br />China's influence in Africa is steadily growing. China will soon have to gently start to coax African governments to adopt more proactive and economic fiscal processes. China will have to ensure that leaders whom it have signed mineral agreements with stay in power. Maintaining China’s dominant position and over all control; whilst freezing the West governments out of Africa.

<br />China sees its current business relationship with Africa as strictly an exchange of ideas and expertise in structural development as a pretext to access and to precious minerals. China has to realise that most countries in Africa are fragile states by definition and the condition that lead to their fragility are still apparent. Poverty inequality and lack of good governance are the solitary reason for conflict and instability. China’s current formula of quiet diplomacy and neutral position on most sensitive matter relating to the African continent can only be acceptable in the short term. This strategy will become problematic in the medium to long term. When African government change and new leaders adopt a negative stance to what had previously been approved.

It remains to be seen how if at all it can shrug off its appalling record and start to use it’s influence and question African governments that fall short of international acceptable standards. Chinese companies operating on the African continent have got to ensure that they adhere to local and international working standards. There has been unrest in both Ethiopia and Sudan where workers have demonstrated seeking better standard of pay, personal conditions and above all safety levels of working.

<br />Sierra Leone, Ghana and Uganda are a growing list of countries that have now joined the exclusive club of nations striking it rich with off shore oil. Zuma at the time was being tried for corruption, the basis of a multimillion dollar arms deal that went sour.<br /><br />Zuma has never shielded from controversy, fighting corruption charges for nearly 7 years and was recently found not guilty. Recent inclusion in the G20 elite club of nations only confirm that South Africa is a supper power on the African continent. Zuma’s ANC is now desperate to keep their hardened supporters whom have been part of their transition from a liberation movement to that of a political party. In 2003 a vocal and boisterous court; in its ambitious move to date, captured Charles Taylor charging him with crimes against people of Sierra Leone. Taylor’s rebel group captured and drugged children; who in turn chopped of the arm and limbs of innocent citizens during a 10 year brutal war.<br /><br />The ICC with momentum has gone one step further since its formation. The Charging of Omar Al- Bashir a sitting president of Sudan; with crimes against humanity and violation against the people of Darfur. Claims of ethnic cleansing and State sponsored militia, resulted in the death, rape and murder of thousands of people.<br /><br />The Arab League and the African Union had earlier requested that Omar Al- Bashir arrest warrant be suspended. Both institutions were fearful of knee-jerk reactions and reprisals against Aid agencies and the people of Darfur.<br /><br />Omar Al- Bashir will receive ample support from Russia and China on this issue. In a symbolic gesture they will try to table an amendment to the charges or a delay to the proceedings at the United Nations Security Council. Bashir is unlikely to attract similar sentiment from the Western Nations whom would more than likely veto any such proposals.<br /><br />Sudan like the United States of America (USA) is not a member of the ICC. A defiant Bashir refuses to recognise the court, claims that the ICC is in beach of International Law and has no jurisdiction in Sudan. Bashir is convinced that the ICC charges are politically motivated. The Sudanese government sights variation in the application and interpretation of the ICC own laws, has swiftly cancelled visa and deported Aid agencies namely Oxfam in the United Kingdom, Care in the USA and Doctors without borders from Netherlands.<br /><br />Omar Al- Bashir is now a wanted man and he will have difficulties travelling outside of the African continent. If and when he does, he is likely to be arrested and taken to the Hague for trial. Pfizer an American company scrambled its International Team under the umbrella of global Assistance to help the Nigerian Health Service in treating and curbing the spread of the disease.<br /><br />Nigerian Authorities claim that the Pfizer team without authorisation and consent from the (NAFDAC) National Agency For Drug Administration & (NMA) Nigerian Medical Authorities; tested a new a new drug Trovan; resulting in 200 children suffering blindness, deafness, cancer and death.<br /><br />The State of Kano is currently seeking a colossal 7 Billion US Dollars from Pfizer for violating Nigerian law, unauthorised use of an untested drug, breach of (UN) United Nations Right of a Child and for flagrant disregard of medical ethics as stipulated by the (WHO) World Health Organisation.<br /><br />The Nigerian government keen to set an example for the rest of Africa to follow have issued International Warrant for the arrest of Pfizer directors in the United States and further arrests warrants for the heads of partnering organisation in Nigeria. Despite differences in Legal systems and technicalities in Law between Nigeria and United States; that has resulted thus far in a long and protracted case through the courts.<br /><br />Many countries in Africa have poor health facilities, weak structures and are desperate for assistance from international organisations that can support and assist in diagnoses and treatment of disease. Drug trials in Africa are common but supporting organisations are not justified in testing new drugs when there is an epidemic. The sole purpose should be about saving lives and not taking them. Trying to save cost and time during the development phase of a new drug is unacceptable.<br /><br />Clearly regulations in Nigeria are weak and have no enforcement mechanism. There were no ethic review committees at the hospital where the drug Trovan was administered to children, despite the sole purpose of testing a new drug.<br /><br />Dishonest and greedy Nigerians officials have to take some blame for this disaster. It is a fact that Nigerians collaborated and supported the trial; helping to facilitate the experiment on their own people. The Nigerian government has to bear some burden of responsibility for its negligent and easy Border and Immigration controls that allowed such research to be carried out.<br /><br />This experimental Drug Trovan has since been licensed; but not for kids. Questions still remain as to why Pfizer had not used an alternative drug during the midst of this epidemic. Ghana is a mature democracy having grown as a nation with decent economic growth forecasts that have cemented their position globally as a major producer of cocoa, gold and now new found wealth of high grade oil.<br /><br />No wonder the John Atta-Mills of the National Democratic Congress (NDC) and Nana Akufo-Addo of the ruling party New Patriotic Party (NPP) are prepared to fight tooth and nail to the bitter end; to get what must be a lucrative opportunity for high office in Ghana.<br /><br />A win for John Atta-Mills of (NDC) will be dogged by counter claims and further appeals by (NPP) to the electoral commission of vote rigging and election irregularities. Zimbabwe now has the highest inflation rate in the world with a staggering 230 million percent. Zimbabwe is a country full of millionaires but uncomfortably every one seems to be starving.<br /><br />Lacks of investment over the past decade have resulted in the health system now at breaking point. The recent cholera out break has affected 1100 people resulting in the deaths of scores more. These are the signs of; and a symptomatic of Zimbabwe’s crumbling health system.<br /><br />Sanctions imposed on Zimbabwe have contributed to the economic imbalance now at pressure cooking point that face that once prosperous country. Mugabe has been a constant thorn in the side of the West; his controversial land reform policy has not won him many friends and this has affected his standing internationally.<br /><br />Zimbabwe would be better off; if not burdened by sanctions. Mugabe has applied for aid and trade. The country and has been granted some aid, but the IMF and World Bank have refused Mugabe loans. Sanctions imposed on his regime have hurt him and the economy has suffered significantly as a result.<br /><br />Life in Zimbabwe is hard and challenging for ordinary citizens. Life expectancy is at an all time low. There is no food in the shops and for those who can find food they have no money to spend. Zimbabwe for all intensive purpose is in trouble. Through out the 1980’s and the 1990’s it became a disease typical among sex workers in the third world. <br />The World Health Organisation (WHO) and United Nations programme on AIDS (UNAIDS) estimate that there are currently 33 million people in the world living with HIV, there is an estimated 24 million people living with the disease in Sub-Saharan Africa, 61% of those infected are women. In South Africa and Zimbabwe 75% of young people infected are girls between the ages 15-24.

<br />Factors that have contributed to HIV increase are cultural taboos and unequal power of relationship; it is difficult for women to choose their sexual partners and how often they have to be intimate. Women are unable to make decision in the use of condoms, which are instead made by men.

<br />Women are more vulnerable than men due to gender inequality, lack of legal rights, education and understanding of the issues, coupled with the dilemma of under age sex, early marriage, polygamous relationship and female circumcisions. Women are at risk to the infection through lack of knowledge about the contamination process, further alienating them from actively taking part in farming activities and eventually leading to a devastating effect on their children.

<br />UNAIDS urges governments to get the right laws and policies in place ensuring that women are educated and empowered through economic power by keeping the land, homes and assets when their husband dies. In South Africa violence against women especially rape and drug dependency makes women liable to sexual exploitation and vulnerable to infection.

<br />The issue of Debt payment is a major problem in the fight against the disease, according to Aid Charities and NGO’s there are one million people living with HIV in Zambia, the government currently spend 2 US Dollars a day per person on health care compared to 24 US Dollars on servicing external dept payments.

<br />In Sierra Leone it is common practice for Sugar Daddies to offer school girls material goods and cash in return for sexual favours often exposing them to the disease, usually with the consent of older family members who are powerless to act due to poverty and ignorance.
<br />
<br />WHO policy statement states that screening options should focus; firstly on people who are showing symptom of the disease e.g. tuberculoses patients. Secondly, antenatal screening focuses on the impact of women’s decision to be tested during pregnancy. Thirdly, compulsory screening is mandatory for providing safe blood. Fourthly, voluntary screening, involves a rapid test facilities and timely result confirmation coupled with wide spread assurances of counselling support and protection from discrimination for those found to be positive.

<br />Screening is very important as it will allow governments to support agencies by planning effectively and apportion budget to the appropriate sector of need e.g. Health Care. By screening for HIV, governments will be able to address the cumulative impact of the disease by providing care facilities for orphans; governments can keep people with the disease productive members of the community by providing free antiretroviral treatment and nutritional food. Governments can reduce the annual toll of new infection by enabling people in their communities to protect themselves, through the use of condoms and bring health care support directly to patients. With screening governments will be able to seek synergy and build on economies of scale through early screening. Screening is vital to HIV positive women, who can protect their babies from the disease by offering formula milk; the impact of this is financially and requires constant supply of clean water and fire wood to ensure sterile feeding.

<br />The downside to screening is that it can lead to political instability, brain drain, low saving rate and an increase in social support caused by vast numbers of people unable to work due to ill health. Governments may be unable to collect taxes from these groups of the population leading to social disintegration, poverty, starvation and famine. The resulting effect is a reduction in population size, breakdown in family composition, decline in life expectancy and an increase in child and infant mortality. Finally there could be an increase in the cost per head per man hour due to a reduction in man power.

<br />Providing screening and cheap ant viral treatment will not address the current spread, but rather, governments will have to reverse policies on gender inequality, forge closer relationship with NGO’s and private entities, encourage community based support groups, eliminate poverty by provide good education, clean drinking water and good nutritional food. Modern day pirates are very well armed with a clear strategy in place. Snatch and grab followed by a ransom has been the plan of choice. The success of pirates in recent months have resulted in millions of dollars changing hands as vessel owners negotiate franticly to get their hostages and the precious cargo back.<br /><br />Acute Poverty, desperation, greed and lack of an effective naval force to police the African coastline is to blame. But who should pay for such a police force? Most African governments are struck for cash and there has been very little investment in naval activity since their Independence.<br /><br />The African Union will have to recognise this growing problem and try in the Medium term, to offer help to those nations who are unable and in some cases unwilling to police their coastline. In the Long term lobbying efforts from developed countries in the South could see the United Nations take a pivotal role in guaranteeing an effective Naval force. In the short term vessel owners big or small will have to choose other shipping routes that could prolong their journey or utilise expensive security forces that may deter would-be pirates. The cost of any of these choices will impact on the end user who would have to bear the brunt of cost levied on their product of choice.<br /><br />Some have said the pirates are freedom fighters and not terrorist -- if that is the case who’s freedom are they fighting for?? It is disrespectful to suggest that he is not black. Barack Obama calls himself black and is recognised by millions around the world as such.<br /><br />Obama is clearly a unique man who represents both sides of the racial divide. But why is-it that the world was willing to accept Bob Marley the greatest reggae super star as a black man irrespective that he had a white father. Whilst some in today’s world find it extremely difficult to accept Obama in the same light.<br /><br />Surely a person’s race is determined by the colour of his skin. If Obama had been born 150 years ago he would have would have been sold into slavery. Disturbing as it may sound the first 11 presidents of the United States (US) would have owned him.<br /><br />The US has done it self proud and shown that it can put aside differences, look beyond the barriers of sex and colour and elect its first black president. Obama now reflects and represents the true stars and stripes of the United States of America. America is clearly leading the way in race relations, how much longer will we have to wait for other nations to follow this quest for change.<br /><br />Obama’s African roots are strong and clear to see. The African continent is in jubilant and celebrating mood. Kenya is leading the way by declaring a 24 hour national holiday in celebration of Obama’s victory.<br /><br />Kenya is the home of Obama’s late farther, the home of a long line of Obama’s extended family and home of the now famous grandmother (Sarah Obama).<br /><br />After the euphoria of this momentous day would have died down, Obama will have to face the reality and the challenges of addressing the American economy, Climate change, wars in Iraq and Afghanistan, Nuclear stand off with Iran / North Korea and calming Russian fears against expansion plans of NATO into Europe.<br /><br />Obama is an unknown quantity, how will he react, what will he do, what strategies will he adopt to heal a divided and broken world. The stakes are high and the pressure is on!!<br /><br />Obama is a son of Africa, he is appreciated by millions that have never met him but have heard his inspirational speeches. Many have followed his career path from an unknown two years ago to verge of a famous and historic victory.<br /><br />Voter apathy is a genuine threat to Obama victory. Despite Obama’s lead in the pole the reality is that he would need all the support he can get – for what I expect must be a tense and nail biting experience for him and his family.<br /><br />The American economy is in trouble, heavily in dept not to mention high expectations on issues of health care, housing and job creation. Globally how will he deal with Africa and the Middle East? Only time will tell for a Leader who has never managed a State but could be faced with global challenges that are pressing and urgent.<br /><br />The truth is a win for Obama will without a doubt change the world.
